They never allowed ads to appear on other sites. There are plenty of competitors to AdSense, Yahoo Publisher Network, Chitika, and Bidvertiser, just to name a few direct competitors. The problem is that the ads are never as effective as Google can make them. Google has the a huge advertiser base, a huge publisher reach and great algorithms for bidding and contextual matching, all which make them very hard to compete against.
